Nick Allen is a federal agent whose daughter dies after taking heroin. Convinced the dealers who supplied her should pay, he decides to act outside official channels and goes after the trafficking network behind the drug. When his superiors forbid him from pursuing the investigation, he assembles a group of people whose lives have been damaged by narcotics, trains them, and takes them to France to strike at the organisation there.

Sidney J. Furie directed the film, the fourth of the thirteen features he made in chronological order, following The Appaloosa and preceding The Entity. Alan Trustman and David M. Wolf wrote the screenplay, and Harry Korshak produced it for Paramount on a budget of about two million dollars. Billy Dee Williams plays Nick Allen, with Richard Pryor as Mike Willmer, Paul Hampton as Barry Strong, Gwen Welles as Sherry Nielson, Warren J. Kemmerling as Dutch Schiller and Janet Brandt as Ida among a credited cast of twenty-eight. Running 135 minutes, the film is an action crime drama that opened in September 1973.
