A martial arts expert visits a small Southern town where a white supremacist group has been intimidating the residents. When a local schoolteacher takes a public stand against the organization, the violence escalates, and the visiting fighter joins forces with the town's sheriff to protect her and the community as the situation turns increasingly dangerous.
The film is directed by Phillip Rhee, who also stars as Tommy Lee, a role he had played in the earlier entries of the series. It is the first film he directed, followed years later by Underdog Kids. The cast includes Christopher McDonald as Sheriff Jack Banning, Gina Gershon as Margo Preston, Mark Rolston as Donnie Hansen, Peter Simmons as Owen Tucker, and Anzu Lawson as Karen Banning. Deborah Scott wrote the screenplay. The story is set in part around Owen Tucker, a teenager who leaves a difficult home situation and becomes entangled with the neo-Nazi group, a strand that brings him into contact with the film's central conflict.
