Scooby-Doo! and the Reluctant Werewolf

Count Dracula has a problem: the annual Monster Road Race in Transylvania is approaching, and the retired Werewolf refuses to take part. To keep the event from being cancelled, Dracula abducts Shaggy and Scooby-Doo and turns Shaggy into a new werewolf, forcing him to drive in the cross-country contest against a field of famous monsters. Scooby, his nephew Scrappy-Doo and Shaggy's girlfriend Googie set out to free him from the spell, which means outwitting Dracula and beating the monstrous competition on the world's spookiest course.

The film is a Hanna-Barbera animated television movie directed by Ray Patterson, who had previously handled Scooby Goes Hollywood, Scooby-Doo! Meets the Boo Brothers and The Jetsons Meet the Flintstones. Jim Ryan wrote the screenplay and Bernard Wolf produced. The voice cast is led by Casey Kasem as Shaggy and Don Messick as both Scooby-Doo and Scrappy-Doo, with B.J. Ward, Hamilton Camp, Pat Musick and Rob Paulsen in supporting roles.

Released in 1988 and running 92 minutes, the film mixes comedy, family mystery and monster-movie parody. On IMDb it holds a 6.7 rating from roughly 5,900 votes, while on TMDB it sits at 7.4 from around 349 votes, a smaller and more favourable sample.
