Psycho-Pass 3: First Inspector continues the story of inspectors Arata Shindo and Kei Mikhail Ignatov of Unit One, the criminal investigation division of the Public Safety Bureau. Their inquiry into Bifrost, a shadowy organization, comes to a head when Koichi Azusawa launches an assault on the Bureau's tower with the help of the hacker Obata. The building is sealed off, Unit One is put out of action, and Shindo is taken captive. Azusawa demands that Governor Karina Komiya step down from her post. Meanwhile, Ignatov faces a choice that could free his wife, at the cost of betraying his own unit. The film serves to conclude the storyline of the series' third season.
Naoyoshi Shiotani directed the film, his second theatrical feature in the franchise after Psycho-Pass: The Movie and the three Sinners of the System installments released in 2019. Tow Ubukata and Makoto Fukami wrote the screenplay, and the voice cast includes Yuichi Nakamura, Yuki Kaji, Ayane Sakura, Takahiro Sakurai, Kaori Nazuka and Junichi Suwabe. It runs 137 minutes.
On IMDb the film holds a 7.4 rating from around 1,300 votes, and on TMDB it sits at 7.5 from roughly 113 votes, indicating a generally positive response from viewers who follow the series. Shiotani later returned to the franchise with Psycho-Pass: Providence in 2023.
