Special agents from South Korea's intelligence service attempt to stop a North Korean terrorist plot. The conflict centers on the theft of CTX, a powerful liquid explosive, which the North's 8th Special Forces intend to use to force the reunification of the two nations. While the agents track the stolen substance, a dangerous North Korean sniper begins targeting government officials and haunting one of the investigators. The tension peaks as the terrorists plan a bombing during a high-profile soccer match between the two countries attended by both presidents.

Directed by Kang Je-kyu, this film was the first in a series of works that includes Tae Guk Gi: The Brotherhood of War, My Way, and Road to Boston.
