Article 99

Article 99 is a 1992 American drama set in a veterans' hospital where doctors struggle to provide proper care under tightening budgets and a bureaucracy that puts paperwork ahead of patients. At the center is Dr. Richard Sturgess, a surgeon who leads a group of physicians willing to bend the rules to treat the veterans they serve. The title refers to a regulation governing which former soldiers qualify for full medical benefits, a rule the staff increasingly see as a way to deny care rather than deliver it. Into this world arrives Dr. Peter Morgan, a young doctor starting his first posting, whose outlook is tested by the conditions he finds and by colleagues who have chosen to work around the system.

The film was directed by Howard Deutch, its fifth feature following Pretty in Pink, Some Kind of Wonderful and The Great Outdoors. Ray Liotta plays Sturgess, with Kiefer Sutherland as Morgan, Forest Whitaker as Dr. Sid Handleman and Lea Thompson as Dr. Robin Van Dorn. John C. McGinley and John Mahoney appear among the supporting cast, part of a sizable credited company. Ron Cutler wrote the screenplay, and Orion Pictures produced the film on a budget of about 18 million dollars; it returned roughly 6 million worldwide at the box office, a modest result against its cost.

Audience responses have been mixed but not unfavorable: on IMDb the film holds 6.1 out of 10 from around 3,800 votes, and on TMDB it also sits at 6.1 from a much smaller group of 70 ratings. A critics' rating of 5.2 out of 10 from 15 reviews places professional assessment somewhat below the audience scores.
