Dr. Kochin gathers the Dragon Balls and uses them to free his mentor, Dr. Wheelo, from the ice that has held him for fifty years. What remains of Wheelo is a brain kept alive in a glass dome, and he wants a new body: that of the strongest fighter on Earth. Mistaking Master Roshi for that fighter, Kochin's bio-warriors seize Bulma and Roshi, and Goku sets out to rescue them. Piccolo and Gohan are drawn into the fight as well.
The film is the second Dragon Ball Z theatrical feature, directed by Daisuke Nishio and written by Takao Koyama. It is the fifth of fourteen films Nishio directed in chronological order, following Dragon Ball Z: Dead Zone in 1989 and preceding Dragon Ball Z: The Tree of Might the same year. The voice cast includes Masako Nozawa as Goku and Gohan, Toshio Furukawa as Piccolo, Mayumi Tanaka as Krillin, Hiromi Tsuru as Bulma, and Kohei Miyauchi as Master Roshi. It runs sixty minutes.
Released in Japan in March 1990, the film took in roughly one million dollars worldwide. Audiences rate it 6.6 out of 10 on IMDb from about 8,200 votes and 6.6 out of 10 on TMDB from some 567 votes, a consistent reception across both, with the much larger IMDb sample reflecting the film's broader international following.
