Frank Shankwitz is a motorcycle police officer struggling with the childhood trauma of being separated from his father. His life reaches a breaking point after he survives a severe accident and faces false accusations of police brutality. During this period of instability, he forms a bond with a terminally ill boy. This relationship helps Frank reunite with his father after twenty-eight years and inspires him to establish the Make-A-Wish Foundation to fulfill the dreams of children with life-threatening illnesses.
