Hideo Tajima runs his own private detective agency in Tokyo, Detective Bureau 2-3. When rival gangs steal munitions from a United States military base, the police cannot contain the fallout, so Tajima inserts himself into the criminal underworld to break up the operation from within. He rescues a released gang member named Manabe from payback by rival crews and, through him, gains entry to the arms-dealing gang he intends to bring down, though not everyone in it trusts him.
The film was directed by Seijun Suzuki, released in January 1963, and stands as the fifteenth of the twenty-six features he made in chronological order, arriving between The Incorrigible and Gate of Flesh. Joe Shishido plays Tajima; Tamio Kawachi appears as Manabe, with Reiko Sasamori, Nobuo Kaneko, Asao Sano and Kōichi Uenoyama among a credited cast of thirty-five. The screenplay is by Gan Yamazaki and the producer is Shôzô Ashida, with Nikkatsu Corporation behind the production.
It runs eighty-nine minutes and mixes action with crime. On IMDb it holds a 6.8 rating from about 1,100 votes, while on TMDB it sits at 6.5 from a much smaller group of voters, so the two audiences are broadly aligned.
