After a typhoon passes through Nobita's neighborhood, he finds a strange creature that looks like a ball of wind. He names her Fuuko, and he, Doraemon and their friends use one of Doraemon's travel doors to take her back to the faraway land she came from. There they learn about the Valley of the Wind and the Valley of Storms, two communities long at odds over how wind should be used, and about Fuuko's true identity. When the conflict between them flares up again, Nobita and his friends must protect Fuuko, while Suneo finds himself caught up in the feud.
Released in Japan in March 2003, the film runs 84 minutes and was directed by Tsutomu Shibayama, the twenty-fourth of the twenty-five films he directed in chronological order, following Doraemon: Nobita and the Robot Kingdom and preceding Doraemon: Nobita in the Wan-Nyan Spacetime Odyssey. Nobuaki Kishima wrote the screenplay, and Toshihide Yamada, Junichi Kimura and Chika Hamada produced it for Shin-Ei Animation, Shogakukan and TV Asahi. The voice cast returns Nobuyo Oyama as Doraemon, Noriko Ohara as Nobita, Michiko Nomura as Shizuka, Kaneta Kimotsuki as Suneo and Kazuya Tatekabe as Gian.
The film took about 25 million dollars worldwide. On IMDb it holds a rating of 7 out of 10 from roughly 1,200 votes, and on TMDB 7.2 out of 10 from around 60 votes, indicating a small but consistently positive response from those who have seen it.
