A farmer named Cora Vitug resists government plans to seize her home and land. In an act of defiance, she renounces her Filipino citizenship and establishes her own micronation called Republika ng Pipolipinas. This decision polarizes the community, inspiring some while others question her mental state and intentions. As a new government project threatens to speed up her eviction, Cora and her supporters attempt to uncover a wide network of corruption that extends beyond their small town. Facing the possibility of losing her freedom, Cora works to show that the strength of a nation comes from the bravery of its people rather than its history or territory.
