The four Ninja Turtles and their mentor Splinter have withdrawn to their New York lair after defeating Shredder, where endless training leaves them restless. Their friend April arrives with an antique Japanese sceptre she picked up as a gift, and it turns out to be a device that moves people through time. April is pulled back to seventeenth-century Japan, and a Japanese warlord is swapped into present-day New York in her place. The Turtles follow her, landing in the middle of a battle rather than at their intended destination, and the sceptre is lost in the confusion. Stranded in feudal Japan, they must find April and the sceptre while Splinter and Casey Jones keep watch over the visitor from the past in New York. The film is set amid a conflict between the forces of Lord Norinaga and those loyal to the young Mitsu.
Stuart Gillard directed and wrote the screenplay; this was the second of the thirteen films he has directed, following Paradise and preceding RocketMan. The voice cast includes Brian Tochi, Tim Kelleher, Corey Feldman and Robbie Rist as the Turtles, with Paige Turco as April and Elias Koteas as Casey Jones. Made for about 21 million dollars, it returned roughly 42 million worldwide. On IMDb it holds 4.8/10 from over 35,000 votes, and on TMDB 5.5/10 from around 941 votes. A critics' rating of 4.1/10 from 32 reviews places it below the audience scores.
