Veteran officer Cham Lau and rookie Will Ren are paired to track a killer who targets women in Hong Kong, leaving severed hands as a signature. Their leads stall, and the pair's efforts produce more mishaps than progress. Cham's attention is pulled elsewhere when he encounters Wong To, a young offender tied to a devastating event from his past that cost him his family, and his anger threatens to overwhelm the case. Will loses his service weapon, which falls into the killer's hands, tightening the danger closing in on the city.
