A Japanese scientist transfers his consciousness into a powerful, near-indestructible cyborg body of his own design and uses it to commit a string of violent crimes across Hong Kong, including a fatal attack on police officer Selina Lam. A brilliant female scientist steps in: the dead officer's mind is transplanted into an android duplicate of her, named Eve-R27, and she is paired with a second synthetic woman, Ann, to track the killer down. Kidnapping and a wealthy oil magnate's family feature in the criminal scheme, while the two robot women work alongside Hong Kong police to end it.

Jamie Luk Kim-Ming directed and co-wrote the screenplay with So Man-Sing; the film was produced by Chua Lam and Anthony Chow Deng-Au for Orange Sky Golden Harvest and Paragon Films. It was released in Hong Kong in 1991 and runs 98 minutes, blending action and science fiction with comedy, crime, horror, thriller and romance elements. In Luk's directing career it came first, before Spirit of Love and Dizzy Date. The cast of 21 includes Amy Yip Chi-Mei as Ann, Chikako Aoyama as Selina Lam and Eve-R27, Hui Hiu-Daan as Dr. Sara, David Wu, Billy Chow Bei-Lei and Fung Woo.

Audience reactions place it in middling territory: on IMDb it holds 5.9 out of 10 from around 1,500 votes, and on TMDB it also sits at 5.9 out of 10 from a much smaller pool of about 50 ratings. The two audiences, one far larger than the other, land on the same average.
