Election 2 continues the story of the Wo Shing Triad, Hong Kong's oldest criminal organization, which has grown into one of the city's most feared under Lok's leadership. Two years after the events of the first film, Lok's term as chairman is nearing its end, and the question of succession divides the organization. Jimmy, a cultured gangster who has built a lucrative business and wants to move toward legitimate dealings, emerges as the favored candidate, though he is reluctant to take on the role. Complicating matters, mainland Chinese authorities see Jimmy as a useful partner for smoothing relations between the triads and the central government. Lok, meanwhile, shows little interest in stepping aside.

Johnnie To directed the film, the sixteenth of the twenty-three features he has directed in chronological order, arriving between Election and Exiled. Yau Nai-Hoi and Yip Tin-Shing wrote the screenplay, and To produced with Dennis Law Sau-Yiu. Simon Yam returns as Lam Lok alongside Louis Koo as Jimmy Lee, with Wong Tin-Lam, Lam Ka-tung, Nick Cheung and Lam Suet among the credited cast of forty-two.

Released in 2006 and running ninety-two minutes, the Hong Kong production earned a 7.4 rating on IMDb from roughly 7,500 votes and a matching 7.4 on TMDB from about 210 votes. A critics' rating of 7.8 from forty-seven reviews places it somewhat above the audience scores.
