In a near-future Lincoln City, a small share of the population is born with extraordinary abilities. The authorities keep these people under heavy surveillance through militarized police units, and most of them live in poverty and face discrimination. Connor Reed, a construction worker who can generate electricity, tries to earn an honest living while covering the medical treatment his ailing mother needs. When legitimate work fails to bring in enough money, he is drawn toward a criminal gang whose members see his power as an asset, setting up a conflict over where his loyalty belongs. The film is based on a short of the same name from 2016.

Jeff Chan directed, working from a screenplay by Chris Paré; Chan and Q Fortier produced. This is the third of the four features Chan has directed, arriving between the earlier short and its 2024 follow-up. Robbie Amell plays Connor, with Stephen Amell as Garrett, Kari Matchett as Mary Reed, and supporting turns from Lawrence Bayne, Jai Jai Jones and Penny Eizenga among a credited cast of 56; 120 crew members are credited.

Made for about 15 million USD, the film runs 99 minutes. On IMDb it holds 6.1/10 from roughly 58,000 votes, and on TMDB 6.3/10 from a much smaller base of about 2,200. Its critics' rating of 6.4/10 from 20 reviews sits slightly above both audience scores, suggesting a modest but consistent reception across viewers and reviewers.
