Set on the Belgian coast, North Sea Texas centres on Pim, a withdrawn teenager who lives with his mother Yvette in a shabby house in a small, conservative town. Yvette, a former beauty queen, performs on the accordion in local bars and spends her nights among admirers, leaving her son largely to himself. Pim retreats into drawing and daydreams, and grows increasingly drawn to Gino, the boy from next door, a motorbike-riding figure he first idealises from a distance. As Pim approaches sixteen, the relationship with Gino develops into something more, kept hidden from those around them, while Yvette nurses her own restlessness and dreams of leaving town. The story follows Pim as he moves toward a clearer sense of who he is and what he wants.
The film is Belgian, directed by Bavo Defurne, who wrote the screenplay with Yves Verbraeken. It followed his 1998 short Sailor and marked the director's second film. Jelle Florizoone plays Pim, with Mathias Vergels as Gino, Eva van der Gucht as Yvette and Thomas Coumans as Zoltan; Ben Van den Heuvel and Nathan Naenen appear as younger versions of the two boys.
On IMDb the film holds 7.1 out of 10 across roughly 11,000 votes, and on TMDB it sits at 7.2 out of 10 from around 255 ratings, indicating a favourable response from viewers over the years. A critics' rating of 6.7 out of 10 from 29 reviews is noticeably lower than the audience scores, suggesting reviewers were more reserved than general viewers.
