Rags is a modern take on the Cinderella story set in the music industry. Charlie Prince is a teenager living with a stepfather and stepbrothers who make his life difficult, and he dreams of becoming a singer even though he has trouble getting noticed. Kadee Worth is a pop star whose father manages every part of her career, and she wants to perform her own music rather than the songs chosen for her. When Charlie takes a job as a janitor at her father's studio, the two become friends, and a producer gives Charlie a chance to record a demo and perform at a masquerade ball under the name Rags.
The television film was directed by Bille Woodruff, whose previous credits include Honey and Beauty Shop; it sits between Honey 2 and Addicted in his filmography. Jason Fuchs, Hilary Galanoy and Elizabeth Hackett wrote the screenplay, and Keke Palmer produced as well as starring as Kadee Worth. Max Schneider plays Charlie, with Isaiah Mustafa, Avan Jogia, Drake Bell and Burkely Duffield in supporting roles.
Released in 2012 by Nickelodeon, Rags runs 88 minutes. Audience scores put it at 6.7 out of 10 on IMDb from about 3,300 votes and 7.3 out of 10 on TMDB from roughly 193 votes, indicating a modest but generally positive response from viewers.
