Freya McAllister is an ordinary teenager whose life changes during her high school prom when she begins hearing constant voices. Believing she is suffering from a mental illness, she is placed in a psychiatric hospital. Years later, Dr. Michael Welles informs her that she is not insane, but is actually a telepath capable of hearing the thoughts of people around her. While Welles helps her master this ability, he keeps his employment with the National Security Agency a secret.

Directed by Breck Eisner, Thoughtcrimes was released in 2003 as the second film in his directing career, following Recon. The movie features a cast including Navi Rawat, Joe Flanigan, Peter Horton, Joe Morton, Jocelyn Seagrave, and Jo Vannicola, with a total of 27 credited actors. The production was handled by Blue Tulip Productions in the United States.
