Set in 2116, the film continues the story of a Japan where the Sibyl System measures and manages its citizens. The government has begun exporting the technology abroad, and the South East Asia Union accepts it as an experiment, bringing a period of calm to the coastal city of Shambala Float. That calm ends when terrorists from the region reach Japan and strike at the System from within, evading the very surveillance meant to stop them. Inspector Akane Tsunemori travels overseas to track the group down, a case that puts her on a collision course with someone she once worked alongside.
Katsuyuki Motohiro and Naoyoshi Shiotani share directing duties. For Motohiro it followed Shaolin Girl (2008) and preceded Ajin: Demi-Human (2017); for Shiotani it came after Blood-C: The Last Dark (2012) and before several further entries in this series. Gen Urobuchi and Makoto Fukami wrote the screenplay, with Kenji Tobori producing. Kana Hanazawa voices Akane Tsunemori, Tomokazu Seki voices Shinya Kogami, and the cast also includes Kenji Nojima, Ayane Sakura, Takahiro Sakurai and Miyuki Sawashiro, among 23 credited voice performers.
Released in January 2015, the film runs 113 minutes and belongs to the action, animation and science fiction genres. Ratings sit at 7.1 out of 10 on IMDb from around 5,000 votes and 7 out of 10 on TMDB from roughly 247 votes, indicating a solid reception from viewers who sought it out.
