City Under Siege is a Hong Kong science-fiction action film about a circus performer named Sunny, who longs to follow his late father as a knife thrower but is treated as a joke by the people around him. While touring Malaysia with the troupe, he and his colleagues find a cave that served the Japanese army during the Second World War. What they take for treasure turns out to be something else: a chemical agent that transforms most of them into superhuman mutants. Sunny is changed differently, gaining abilities without the same effects, which leaves him as the one person able to stand against his former companions after they turn their new powers on Hong Kong.
Benny Chan directed and wrote the film, which sits between Invisible Target and Shaolin in the list of features he directed. Aaron Kwok plays Sunny, with Shu Qi as the journalist Angel, Wu Jing, Zhang Jingchu, Yuen Wah and Collin Chou among the cast. The production had a budget of 17 million US dollars and returned 14 million worldwide.
Audience response was muted: on IMDb it holds 4.7/10 from around 1,000 votes, and on TMDB 5.1/10 from a much smaller set of just over 60 ratings. Both point to a film that drew limited interest rather than a broad following.
