Alexander Coates runs a criminal empire with a mix of old-fashioned honor and brutality, but he is tired of the business and wants out. His rival, a ruthless gangster known as Ice Man, sees an opening and moves to take over, eliminating anyone in his way. With his back against the wall, Coates turns to the one man he wronged: Roman Hurst, his former top enforcer, whose hands Coates crippled after a botched job. Hurst now lives in exile in the city he once nearly controlled, but he still feels loyalty to his old boss and has no wish to see Ice Man on top. With help from a former convict turned restaurant owner, he is drawn back into a conflict that will decide who rules the city.
Steven Seagal stars as Coates, with Bren Foster as Hurst, Ving Rhames as Ice Man and Danny Trejo as Oso. Keoni Waxman directed from a screenplay by Richard Beattie and Michael Black; Seagal produced with Phillip B. Goldfine and Nicolas Chartier. It was Waxman's seventh film as director, following Maximum Conviction and preceding A Good Man, and it was made for about 10 million dollars.
Audience response has been weak: on IMDb it holds 4.3 out of 10 from roughly 3,900 votes, and on TMDB 4.6 out of 10 from fewer than a hundred votes. The film runs 98 minutes.
