The film was co-directed by Han Sanping, Lu Chuan, Li Shaohong, and Huang Jianxin. For Han Sanping and Huang Jianxin, this followed their 2009 project The Founding of a Republic. For Lu Chuan, it followed City of Life and Death and preceded Chronicles of the Ghostly Tribe and Born in China. Li Shaohong previously directed Bloody Morning in 1992. The movie features a large ensemble of 100 credited cast members, including Andy Lau, Chow Yun-fat, Nick Cheung, Daniel Wu, Tony Leung Ka-fai, and Liu Ye.
