In the small Swedish town of Högboträsk, crime is essentially nonexistent, and the local police spend their shifts on coffee, hot dogs and the occasional runaway cow. That quiet suits the officers fine, but the police authority in Stockholm sees no reason to keep a station where nothing ever happens, and sends an inspector with word that the unit will be shut down. Facing the loss of their jobs, the officers decide to take matters into their own hands and manufacture the kind of trouble that might justify their continued existence.

Josef Fares directed and co-wrote the film with Mikael Håfström and Vasa, with Anna Anthony producing for Memfis Film. Fares had made his feature debut with Jalla! Jalla! two years earlier, and Kopps followed as his second directorial credit. Fares Fares leads the cast as Jacob, alongside Torkel Petersson as Benny, Göran Ragnerstam as Lasse, Sissela Kyle as Agneta, Eva Röse as Jessica and Christian Fiedler as Folke, with 35 credited cast members and 40 credited crew.

The film was released in Sweden in February 2003 and runs 90 minutes. It carried a budget of about 22 million USD and took roughly 4 million USD worldwide, a gap that indicates it did not recover its costs theatrically. Audiences rate it moderately: 6.7 out of 10 on IMDb from around 24,000 votes, and 6.4 out of 10 on TMDB from roughly 246 votes.
