Toby Wong is a prototype enhanced human with a bio-energy implant that grants him superior speed and physical strength. After escaping from the Leung Corporation in Hong Kong, he arrives in San Francisco and becomes entangled with Malik Brody, a bystander he takes hostage. As they travel toward Los Angeles, the pair must evade professional assassins and corporate agents who want to recover the biotechnology inside Toby.

Directed by Steve Wang, this film followed his work on The Guyver and Guyver: Dark Hero. The movie features a cast including Mark Dacascos, Kadeem Hardison, John Pyper-Ferguson, Brittany Murphy, Tracey Walter, and James Shigeta. Produced by Overseas FilmGroup and NEO Motion Pictures, the project was made with a budget of 4 million USD.
