Cetto La Qualunque is a dishonest businessman who returns to Calabria, Italy, after spending time abroad. Upon his arrival, he discovers that a trend of legality is threatening his interests. To prevent his law-abiding rival, Giovanni De Santis, from becoming mayor, Cetto decides to enter politics. He employs a variety of deceptive tactics, including crude propaganda and mafia intimidation, to secure an election victory for his own political party.
